They contain no tobacco leaf. The nicotine is extracted from the tobacco plant, but the pouch itself is tobacco-free. That distinction matters because NZ law regulates tobacco products and smokeable products — not tobacco-free nicotine products for personal import.

What I cannot tell you is how that framework will look in twelve months. The NZ Cabinet has agreed in principle to formalise the regulatory pathway for nicotine pouches as consumer products. Implementation has not been confirmed. When that framework arrives, it may create new requirements for importers and retailers that do not currently exist.
